Don't have a great idea about Mumbai, but like any city, there's probably areas that are best avoided at 3AM. Maximum city does have a bit of a reputation of never sleeping, though.

Yeah in that part of the world people come out at night cuz it’s cool and quiet and peaceful. All day people stay home because of overcrowding and noise and pollution and dust/pollution.
