Local plastic goods makers are pouring large investments into expansion and upgrading factories as part of a shift in focus from the domestic market to the global.

Currently, the local market size for plastic products is Tk28,000 crore. After meeting local demands, Bangladeshi plastic companies now eye to grab a sizeable share of the $560 billion global market, according to the Bangladesh Plastic Goods Manufacturers and Exporters Association (BPGMEA).

For boosting plastic goods exports, the entrepreneurs seek policy support from the government.

"Masterbatch, a vital ingredient for plastic making goods, had to be imported in 2014. We started producing it in 2015. All types of Masterbatch are now being produced in our company in Bangladesh," Md Rezaul Hakim, chairman and managing director of Colorplus Masterbatch Manufacturing Co, a subsidiary of Plus Group, told The Business Standard on Friday.

Razaul said their masterbatch uses pigments, virgin resins and other raw materials from world famous chemical companies. "We are the first in Bangladesh to produce all types of Masterbatch commercially," he stated.

Currently, there are some 6,000 plastic industries in the country, 80% of which are small and medium-sized factories. About 12 lakh people are employed in the sector, according to the BPGMEA.

The Colorplus Masterbatch MD said they have invested Tk100 crore in their industry in a joint financial collaboration with China.

The locally produced masterbatch is used in the plastic parts of locally manufactured TV, fridge, AC and electrical products which is known as engineering plastic.

Rezaul said the local market for masterbatch is about Tk1,000 crore. Now, five to seven more companies are manufacturing this product.

"If there were 200 more companies like this in the country, we would have exported the product like garments in the world market," he said.


Xclusive Can Limited manufactures various containers including plastic drum, lubricant containers, ice-cream containers and paint containers.

The company's founder Syed Nasir told TBS, "We are making quality products by focusing on the country's market. But now we are also looking at exporting products. At present, no packaging item needs to be imported."

He said if the government wants to advance this sector, it has to improve the business environment.

"Still, we are below competitor countries in terms of business environment. We've no orientation with the bureaucrats. This is one of the problems. Tax policy, VAT policy should be business friendly," he pointed out.

He sought uninterrupted gas and electricity supply alongside their regular price adjustment in line with the international market.

The industrialist informed that they have a plan to expand their business beyond the current level of Tk250 crore per year.

The BPGMEA President Samim Ahmed said, "We're now focusing on the international market. The global market for plastic products is $560 billion. We export $220 million worth of plastic products directly, and $900 million worth of plastic products indirectly through garment products."

BPGMEA has set a $5 billion target for the plastic goods export by the next five years.

He said, plastic products of Bangladesh are being exported to more than 22 countries of the world, including the UK, the USA, Germany, France, Poland, Spain and Canada.

It exported goods ranging from home furnishings, automobiles to medical equipment.

Deluxe Toy Industries owner KM Nahian Hossain told TBS that they are now making exportable toys.

Another entrepreneur Md Alamgir Hossain cited some tax anomalies that are hindering the export of plastic goods from Bangladesh.

Recycling of plastic products is a crucial step in Bangladesh's path to building a sustainable export market, experts said.

Otherwise, Bangladesh will continue to lose the export market for plastic products in the future, they added at a seminar, styled "Circular Economy to Enhance the Export Possibilities of Plastics Goods", yesterday.​

The Bangladesh Plastic Goods Manufacturers and Exporters Association (BPGMEA) and The British Standards Institution (BSI) jointly organised the seminar at the BPGMEA office in Dhaka.

The seminar aimed to address crucial issues and highlight strategies for the export of plastic products from Bangladesh to the UK and Europe.

An environmental policy as well as a national action plan are needed to enhance the circular economy, said Jane Gilbert, circular economy expert at BSI.

The policy will ensure a producer's responsibility for a product at the post-consumer stage, she said while presenting her keynote paper at the event.

It will also enable producers to ensure the appropriate collection and recycling or disposal of their products, she added.

Gilbert said such measures were needed to achieve sustainable development goals and work towards the prevention, reduction and elimination of plastic pollution.

"We need a systemic transformation to achieve the transition to a circular economy," she added.

She also said that Bangladesh will have to adapt international standards for goods and services to enhance exports after graduating from least developed country status in 2026.

BPGMEA President Shamim Ahmed said the use of plastic will increase as the country develops further.

"To reduce the use of plastic, we need to innovate. At the same time, we need to manage plastic properly."

He added that investment and infrastructural development are required for efficient waste management.

"We are implementing a circular economy in the country. Currently, 37 percent of mismanaged plastic waste in Bangladesh is recycled. The recycling process will be strengthened further," Ahmed said.

To expand the circular economy, he emphasised increasing competition, capturing new market opportunities, expanding the range of offered products, ensuring security of resources and taking steps to enhance the reputation of products and brands.

Syed Anwar Hossain, project manager of the UK-Bangladesh Standards Partnership Initiative, gave a presentation while KM Iqbal Hossain, senior vice-president of the BPGMEA, gave the closing speech.

The seminar was conducted by BPGMEA Secretary General Narayan Chandra Dey.

Md Salim Ullah, senior assistant secretary of the industries ministry, Abdur Rahman, joint secretary of the commerce ministry, and Zohra Sikder, director of the Bangladesh Standards and Testing Institution, participated in the open discussion.

Apart from this, experts in related fields and top leaders from various BPGMEA member organisations and different private organisations participated in the event.​

It is always refreshing to see small businesses and entrepreneurs finding ways to combat the biggest problems facing our society. According to a report by this daily, one such business initiative in Tangail has been producing single-use utensils from the sheaths of dried areca nut leaves. The inspiration for this endeavour came from Tamil Nadu. Just as in Bangladesh, single-use plastic and polythene items are banned in this Indian state, but unlike us, it has been able to convert to the alternative of leaf-based utensils.

In Bangladesh, the use of plastic products (especially of the disposable kind) seems only to be rising as consumerism intensifies. Even the High Court's 2020 directive to ban single-use plastic products in coastal areas as well as in hotels, motels, and restaurants across the country has fallen on deaf ears. Meanwhile, microplastics are infiltrating our bodies, burning of plastic waste is making our air toxic, and our rivers and canals are being choked by tons of polythene bags that are disposed there. Despite their devastating impacts, the authorities continue to be negligent in enforcing relevant directives to stop this culture, which is really worrisome.

In the aforementioned report, the young entrepreneur lamented that no one from the government or private sector has come forward to help expand his business. Isn't this exactly the kind of initiatives that we should be investing in to reduce the effects of pollution? Only a few days ago, the government allocated Tk 100 crore for the jute cellulose Sonali Bag project of scientist Mubarak Ahmed Khan. While this is admirable, the eco-friendly product would perhaps have already reached consumers if the project had been taken up by expert manufacturers, who could have helped the scientist turn it into a fully-fledged business.

Funding for small businesses producing eco-friendly products is crucial. Many of these endeavours also require the guidance of established private organisations so as to maximise their reach and impact. This will in turn encourage more businesses to see the overall benefits of producing environment-friendly products. So, we urge the government to take this matter seriously.​

The export of plastic products witnessed a healthy growth of nearly 18 per cent during the July-April period of the current fiscal year (FY24) fetching $201.09 million due to competitive price advantage and creation of newer markets.

According to the latest statistics of the Export Promotion Bureau, this was the highest volume of export of plastic items during the 10-month period compared with that in the same period of the previous financial years.

The Bangladeshi plastic products are basically being exported to the United States, Canada, the European Union, China, India and Nepal.

According to the research findings of the Bangladesh Investment Development Authority, the majority of Bangladesh's exportable plastic items are tableware and kitchenware.

Talking to the BSS, Bangladesh Plastic Goods Manufacturers and Exporters Association president Shamim Ahmed said the competitive price of locally-made plastic items had played the key role in the export growth of this sector.

'The local manufacturers are now making world-class plastic items. This is encouraging the foreigners to buy plastics items from Bangladesh. Newer markets are being created every now and then for this sector which is helping to expand its export market,' he added.

Noting that the country's plastic sector mainly represents the SME sector, Shamim said the entrepreneurs of this sector were not being able to make necessary marketing abroad.

'If necessary market of local plastic items can be done abroad properly, then it will be possible to boost the export earnings from this sector by almost 100 per cent,' he added.

The BPGMEA president also urged the government to direct the foreign missions abroad for helping to find out newer markets for the Bangladeshi plastic manufacturers.

Citing that the corporate tax rate alongside the other taxes in plastic sector are high compared to the RMG sector, Shamim demanded that the government lower such tax rates to boost the country's export earnings from the plastic sector.

Talking to the national news agency, marketing director of PRAN-RFL Group Kamruzzaman Kamal said although the export receipts from this sector in the past fiscal year (FY23) was not so satisfactory, but the export earnings from this plastic sector would make a turnaround in this year due to the improvement in the developed economy.

According to the data from the BPGMEA, the local plastic manufacturers are now exporting more than 142 items abroad including film plastic, household items, garment accessories.

As per the statistics of the EPB, the export of plastic items during the July-April period of the past financial year (FY23) totalled at $170.6 million.

The strategic export target for the plastic sector in the FY24 has been set at $275 million.

Mentionable, the global market size of plastic products is worth $600 billion.​

Much like the case of climate change, those who bear the worst impacts of plastics gain the fewest benefits from their production or use, writes Rachel Bustamante

AS THE fourth negotiating session on the United Nations plastics treaty comes to a close, pressing questions loom: Will world leaders finalise a robust agreement by the end of this year that effectively halts plastic pollution at its source? Despite the fortitude of countries within the High Ambition Coalition like Rwanda and Peru, negotiations on the agenda of intersessional work leading up to the final session in November in Busan, Korea, left the crucial aspect of reducing plastic production off the table.

Divergence surrounding the root causes of plastic pollution was ignited by the overwhelming presence of the fossil fuel and chemical industry. And their impact was not hard to miss, with pro-plastic campaigners outside the Shaw Center where negotiations were held and nearly 200 lobbyists registering for the talks, even joining country delegations, according to a Center for International Environmental Law analysis. Their influence is far-reaching. Notably, the US, being the world's largest contributor to plastic waste, has not taken a stance on production.

I conveyed this message on Earth Day during a youth coalition meeting with US Senators Sheldon Whitehouse, Kirsten Gillibrand, Jeff Merkley, Welch, and representative Jared Huffman. I advocated for the negotiators to prioritise increasing protections for human rights and ocean health by centring justice.

Despite widespread discussions on the environmental and human health risks of plastics, there is still a noticeable gap in recognising the interconnected injustices they perpetuate — though the Global Youth Coalition on Plastic Pollution and Indigenous Peoples' Caucus were adamant about these connections in their plenary statements. While plastics impact everyone — microplastics are in our air, food, water, soil, and bodies, even human placentas — disproportionate negative impacts occur across race, occupation, ethnicity, class, gender, and age.

Outside the plastics context, voices like Dr Ayana Elizabeth Johnson have brought justice to the forefront of ocean conservation, while Leah Thomas is the leading activist for Intersectional Environmentalism. As a Gen Z advocate deeply immersed in ocean advocacy, in my view, this is what the plastics conversation still needs: utilising an intersectional approach to shed light on how the full plastic lifecycle — from creation to waste — represents an ocean justice crisis.

Ocean health

UPON returning from the fourth session of the Intergovernmental Negotiating Committee to develop an international legally binding instrument on plastic pollution, including in the marine environment (INC-4), I went to the beach for rest and was, paradoxically, as usual, immediately picking up plastic waste. And still, I acknowledge my privileged position — that ocean currents are naturally not bringing as much pollution to the North Carolina coast as they are to vulnerable island countries. Each year 11 million metric tons of plastic enter the seas, devastating wildlife, contaminating seafood, and polluting beaches. But, those most severely affected are often the least culpable: island countries, indigenous peoples, and the Global South. This pollution is compounded by the plastic loads high GDP countries export to the Global South, a trend called 'waste colonialism.'

Undeniably, the ocean is profoundly impacted by plastic pollution, evident in the vast gyres twice the size of Texas and the grim prediction that by 2050, 99 per cent of seabirds will have ingested plastics.

Not only does this pollution entangle marine life and release toxic chemicals, scientists are beginning to worry it is threatening the ability of the ocean to sequester carbon. Zooplankton are microscopic animals that are now replacing their plant diet with microplastics, and this trend on a large scale is hypothesized to hinder the release of carbon to the deep sea.

Human rights

DESPITE widespread support by countries for including human rights in the plastics treaty, there are no obligations to protect the rights of indigenous peoples, of informal waste pickers whose livelihoods depend on plastic collection, or of anyone. In a report, Earth Law Center reviewed nearly 400 statements across 175 member states to the INC and mapped support by country. Unsurprisingly, regions across the Global South experiencing the brunt of plastic pollution and human rights injustices demonstrated the highest support.

Many people don't know not to microwave plastic. Just as many are not aware that there are 16,000 chemicals associated with plastics and over one in four are hazardous to people. Or that microplastics are found in human blood and we don't know the consequences yet. However, this awareness is largely not the fault of the public. The plastic industry intentionally keeps us in the dark, having us thinking that plastic is non-toxic and safe to use, and even fooling us that recycling is the end-all solution. Banning and phasing out concerning chemicals and single-use plastics while increasing plastic literacy is key to protecting human rights, ensuring industries are transparent, and empowering everyone to make informed decisions.

Justice

ACCORDING to UN Environment Program, the plastic lifecycle is a barrier to every Sustainable Development Goal. Without immediate action to reduce plastic production, we risk our chance to keep the 1.5°C target within reach. Much like the case of climate change, those who bear the worst impacts of plastics gain the fewest benefits from their production or use. Black, indigenous, and people of colour communities are disproportionately harmed by toxic chemicals and emissions from unfair proximity to petrochemical and incineration facilities. Women and people who menstruate are exposed to microplastics within period products. The bottom line is plastics exacerbate inequities and harm those most vulnerable among us.

Right now, the word 'justice' is not in the plastics treaty text at all. As the outcomes of negotiations unfold, I hope that plastics will be reframed as what they truly are: an ocean justice crisis. The treaty, slated for finalisation by the end of 2024, represents a pivotal opportunity to safeguard human rights and address injustice. There are undeniable implications for people, the ocean, and truly, the planet at stake.

Plastic industry leaders on Wednesday called for systematic management of plastic goods and waste rather than imposing any ban for the sake of sustainable and environment-friendly growth of the plastic industry.

During a seminar titled "Plastic Waste Recycling for Sustainability & Investment" held in Dhaka, they pointed out that countries with systematic measures for controlling plastic use are more successful in managing plastics than those countries that have enacted outright bans.

Plastic sector businesses call for consultation with stakeholders

The Plastic Foundation, a platform representing 14 plastic manufacturers’ associations, on Monday urged the government to consult with stakeholders to assess the economic impact before implementing its plan to phase out single-use plastic products.

At a press conference at the Dhaka Reporters’ Unity in the capital, leaders of the plastic sector said that the sector comprised 6,000 industries and supported the livelihoods of thousands of people.

They said that without any consultation with stakeholders, the environment ministry issued a gazette notification on June 20 to phase out 17 single-use plastic products.

As per the circular, the interim government has taken initiative to eliminate all single-use plastics, which would severely disrupt the plastic sector and its related industries, they said.

Bangladesh Plastic Goods Manufacturers and Exporters Association president Shamim Ahmed said that a ban on products could not be a viable solution as the 17 items listed for phase-out would make it impossible for the industry to continue operating.

He said that the ban on plastic packaging would impact all sectors, including food processing, pharmaceuticals, hospital equipment, modernisation and export packaging, and would also hinder exports.

‘Before implementing the decision I would request environment ministry to discuss with ecommerce ministry, industries ministry, BIDA, FBCCI and other organisations in this regard,’ Shamim said.

He claimed that if single-use plastic was banned, the investment of 6,000 industries in the sector would be at risk, and hundreds of thousands of workers would lose their jobs.

Shamim urged the government to take initiatives to convert waste into resources through plastic recycling, thereby reducing global warming and preventing ocean plastic pollution.

He also urged the government to take actions aligned with the UN Environment Assembly’s resolution to phase out single-use plastics by 2023.

Bangladesh Plastic Packaging, Roll Manufacturing Owners Association president Abu Motaleb threatened to take to the streets if the government kept its effort to ban single-use plastic without any consultation with the stakeholders.

‘We are currently in a crucial time, and it would not be good for the government if business people take to the streets,’ he said.​

Until early September this year, Mahfuza Begum's Surzu Handicrafts was making eco-friendly, lightweight and reusable net shopping bags out of jute and cotton for a handful of buyers.

And it was not on a regular basis, for putting in the effort required the placement of orders from buyers first.

Since the middle of last month, her small production unit with 10 machines has been busy making the bags thanks to the interim government's decision to ban the use of polythene and polypropylene shopping bags across all superstores.

The ban came into effect from October 1.

Since then, Surzu Handicrafts has supplied more than 20,000 shopping bags to supermarkets.

At present, Begum has orders from supermarket chains to supply another 32,000 bags.

"Biodegradable bags were neglected and their use was limited and deemed as fancy. Now, we see a huge demand," she said.

Prior to the ban, Surzu Handicrafts used to make roughly 1,000 bags a month. "We could run two-three machines daily at that time," she said.

She said increased demand for the eco-friendly bags has created employment opportunities for many. "I have engaged 15 women to make the bags in their homes," said Begum.

Tahmidul Islam, owner of Baeki Centre, which also makes eco-friendly bags, said they used to make promotional items before the government asked supermarkets to use biodegradable bags.

Since the ban came into effect, Baeki has supplied more than 30,000 bags to superstores, he said.

LACK OF SUPPLY OF FABRIC

Both Begum and Islam said although they were seeing very high demand from supermarkets, they were unable to meet it because of an alleged shortage of fabric used to make the bags.

Besides, prices of jute and cotton fabrics have shot up suddenly, they said.

"There is huge demand but the problem is a lack of availability of the fabric," said Islam.

He said prior to the ban, one yard of fabric cost Tk 32 but now the price has risen to Tk 38 to Tk 40.

"This has increased our production cost," he said.

Another challenge was that most supermarkets want to delay making payments as much as possible, he said.

"We have to buy fabrics with cash payments but most superstores do not want to pay us instantly," said Islam.

"This has led to us having a lack of working capital. If we got payments every week, we would have been able to pay our fabric makers and keep production uninterrupted," he said.

Begum said the raw materials required for manufacturing the bags have become scarce.

Businesses said most of the jute goods makers were focused on making fabrics suitable for the export market and were unprepared to meet the sudden spike in demand for fabrics used for low-cost shopping bags.

"We have had to start hurriedly so that we can supply the superstores," said Begum.

Sabbir H Nasir, managing director of Shwapno, the largest retail chain, said the ban had posed implementation challenges.

"We need one lakh shopping bags for our stores daily. We get around 1,000 to 2,000 bags…So, there is a huge demand and supply gap," he said.

Nasir said they were offering shopping bags for anywhere between Tk 6 and Tk 20 so as to refrain from putting too much pressure on customers.

"We have to use two paper bags for fish and meat. This is costly for us. But we have to do this as wax laminated paper bags are unavailable in Bangladesh," he said.

"What is needed is to ensure the production of wax laminated paper bags and increase the supply of jute bags," he added.

"Raising awareness among customers is necessary as not all customers are taking the move positively. We are encouraging them to reuse the bags," said Nasir.

"Once our ancestors used to go shop with bags. We need to start a campaign to adopt old habits," he said.

Nasir said amid the shortage of bags, they were requesting customers to bring their own bags.

He said the government could have encouraged a gradual shift toward the eco-friendly bags.

Murtoza Zaman, chief executive of Unimart, said they were providing customers reusable jute and cloth bags by sourcing them from various places but they were not getting adequate supplies.

Moreover, prices could not be brought down, with the minimum price for each bag hovering at Tk 29, he said.

"If the government can ensure raw materials for bag makers, it would be a great help for them," he said.

Md Rashedul Karim Munna, president of the Bangladesh Jute Diversified Products Manufacturers and Exporters Association, said there was a lot of interest on jute-based shopping bags.

"But the industry had no preparation to make fabrics for low-cost bags. Separate materials will be needed to make such bags. Entrepreneurs will have to invest separately," he said.

"So, they need assurance from the government that they will enforce the rule on the mandatory use of eco-friendly shopping bags," he said.

He said the government should issue a gazette that the ban will remain in force for at least three years.

"This will create a big domestic market for jute and a lot of jobs," he said.

Munna, also managing director of a diversified jute goods-making firm Creation Private Ltd, said the government should also consider lifting VAT on the sales of supermarkets to incentivise both superstores operators and customers to use eco-friendly bags.​

A Finnish company is interested to set up a plastic recycling plant in Cox's Bazar to make plastic sheets, while Finnish businessmen are keen to invest more in Bangladesh.

"A Finnish plastic recycling company is interested to recycle single use plastics in Cox's Bazar to turn them into plastic sheets, which can be used in the shelters in the Rohingya camps," Non-resident Ambassador of Finland to Bangladesh Kimmo Lahdevirta said when he called on Chief Adviser Professor Muhammad Yunus at his office in Tejgaon yesterday.

Chief adviser's Deputy Press Secretary Abul Kalam Azad briefed reporters at Foreign Service Academy after the meeting.

During the meeting, the student-led mass revolution, the interim government's reform initiatives, trade, investment, and regional geopolitical issues came up for discussion.

The ambassador expressed his government's full support to the Prof Yunus-led interim government and desired to contribute to the country's reforms.

Ambassador Lahdevirta said the Finnish government would grant €1 million for the Rohingyas in Bangladesh and another €1 million euro would be channeled through the civil society.

Prof Yunus spoke about the student revolution and the work of the reform commissions and people's aspirations from his government.

He said the economy of Bangladesh was in shambles when Hasina fled the country, but quick and tough reform measures have already helped stabilise the situation.

"Reserves are growing," and the government has started making international payments without digging into the foreign currency reserves, he added.

He mentioned that he has made a move to revive the SAARC in an effort to boost regional cooperation.

The envoy informed that more Finnish businessmen are keen to visit Bangladesh with investment and called for faster processing of FDI (foreign direct investment) by Bangladesh Investment Development Authority (BIDA).

He also shared interest of the Finnish side in recruiting Bangladeshi students and skilled workforce in their country and capacity building in the fields of AI, cyber security and quantum computing sectors.

The chief adviser assured the ambassador of all possible cooperation of the Bangladesh government in discharging his duties.​

According to this notification of the Supreme Court administration, environmental pollution is the most discussed and worrying issue in the world today.

"Overall, environmental pollution including air pollution, plastic pollution, and water pollution has taken a severe form in our country. The current government is committed to controlling this pollution. Bangladesh is committed to preventing environmental pollution, protecting biodiversity and dealing with the impact of climate change in the light of the Environmental Protection Act 1995 and other related laws and regulations and various international laws. The plastic goods manufacturers have criticised the government's recent decision to ban the production of 17 types of plastic goods, arguing that it will severely impact the sector.

The ban will have a devastating effect on jobs and the livelihoods of small traders in the sector, which includes over 6,000 plastic industries and millions of workers, said Shamim Ahmed, president of the Bangladesh Plastic Goods Manufacturers and Exporters Association (BPGMEA).

The food processing industry, pharmaceutical packaging, hospital items, agricultural modernisation, and export packaging would all be harmed if plastic packaging is banned as part of the government's move to eliminate single-use plastics, he added.

Ahmed emphasised the urgent need for the government to address the sector's pressing concerns, as it plays a pivotal role in industrial growth and export activities.

The ban will disrupt supply chains and hinder industrial growth, Ahmed said.

He also expressed concerns that the government did not consult key stakeholders, such as the commerce and industries ministries and trade bodies, before implementing such a drastic measure.

In response to the ban, the BPGMEA proposed several recommendations to address the issue.

These included promoting plastic recycling initiatives to reduce environmental harm and align with global sustainability goals, as well as ensuring that policies related to plastic restrictions are implemented gradually, with proper consultation and planning.

Ahmed stressed that aligning such policies with the UN's Sustainable Development Goals (SDGs) could provide a balanced and measured approach, allowing the industry to adapt over time.

The BPGMEA president made this appeal during a press conference at the association's office in Dhaka today.​

Commerce adviser Sk Bashir Uddin on Wednesday said that the plastic products could play an important role in tapping the potentials for diversifying further the country’s exportable items.

He came up with this remark as chief guest at the inaugural session of a four-day 17th International Plastic, Packaging and Printing Industrial Fair at the Bashundhara International Convention City in the capital Dhaka.

Bashir said, ‘We need to set our policies in light of reality. In return, we will prevent bad plastic and live with good plastic. We must responsibly strive to increase the production and use of good plastics.’

He said that Bangladesh was going to graduate from the least developed countries in November 2026. As a result, the preferential access that the country enjoys in terms of exports would not be there, said a commerce ministry press release.

The government will also not be able to provide any incentives, the commerce adviser said, adding, ‘In this case, the country needs to increase its competitive edge to overcome the situation.’

‘We’ve to be competitive in productivity and production costs of commodities. If we don’t have the capacity, we’ll fall into great danger,’ he said.

Deputy project director of Export Competitiveness for Jobs project, Akay Lin of Yorkers Trade and Marketing Service Company Limited, secretary Sheikh Md Abdur Rahman and president of SAARC Chamber of Commerce and Industry Md Jasim Uddin spoke as special guests at the event with KM Iqbal Hossain, senior vice-president of BPGMEA in the chair.

BPGMEA president Shamim Ahmed delivered the welcome address.

Later, the commerce adviser visited various stalls at the fair.

The fair is being organised jointly by the Bangladesh Plastic Goods Manufacturers and Exporters Association and Hong Kong-based Yorkers Trade and Marketing Service Company Limited.

The International Plastic Fair is featuring more than 800 stalls with more than 390 brands from 18 countries.

Companies from China, Germany, India, Italy, Japan, Vietnam, the United Arab Emirates, Turkey, United Kingdom and other countries will showcase their products and technologies at the fair.

It will remain open to visitors from 11:00am to 7:00pm every day.​

The local plastic sector has seen strong export growth in the first eight months of fiscal year (FY) 2024-25, driven by increasing global demand, product diversification, and enhanced production capacity.

From July to February in FY25, the sector recorded a 21.25 percent rise in exports compared to the same period in the previous fiscal year.

According to the Export Promotion Bureau (EPB), plastic product exports reached $203.63 million during this period, up from $166.59 million a year earlier.

"European buyers are increasingly turning to Bangladesh to reduce their reliance on China," said Md Jashim Uddin, managing director of Bengal Plastics Limited.

"This shift has allowed Bangladesh to capitalise on the opportunity and expand its global presence," he said.

In 2023, the global plastics market was valued at $712 billion, with a total production of 413.8 million tonnes.

By 2033, the global plastics market is projected to grow to over $1,050 billion, according to the Geneva Environment Network, a cooperative partnership of over 75 environmental and sustainable development organisations based in Geneva.

Jashim Uddin said that the sector could achieve even better results if the business environment remained stable.

He said political unrest had severely impacted the industry, with miscreants destroying three of his factories, including a fully export-oriented manufacturing unit.

As a result, his company lost an $11 million export order from a German buyer. "If my factory had been able to fulfil these orders, the export volume would have exceeded the current figures," he said.

Jashim Uddin added that his company had been unable to contribute to exports for the past seven months due to the damage caused to its factory.

He also pointed out that the ongoing gas crisis and inconsistent power supply were disrupting production and affecting export performance.

Meanwhile, RN Paul, managing director of RFL Group, a subsidiary of Pran-RFL Group, said the sector had seen a significant increase in export orders, especially from new foreign markets.

"While the sector previously focused on European exports, it has now successfully expanded to North America, Australia, and several African nations," he said.

Referring to export growth over the past eight months, Paul said RFL Group alone recorded around 35 percent growth during this period.

The company has also secured around $10 million in advance export orders from North America, further boosting confidence in the industry's future, he added.

The managing director said the sector will continue its upward trajectory as businesses introduce new product categories, such as toys, to diversify their offerings. With more export destinations and expanding product lines, Bangladesh's plastic industry is poised for sustained growth, solidifying its position as a key player in the global market, he added.

Shamim Ahmed, president of the Bangladesh Plastic Goods Manufacturers and Exporters Association (BPGMEA), said Bangladesh currently holds only 0.5 percent of the global plastic market, but exports are steadily growing.

He said exports are expected to rise further as the global market expands.

According to Ahmed, the domestic plastic market is currently worth around $3 billion, with 83.4 percent of production consumed locally and 16.4 percent exported.

He said manufacturers aim to capture a 3 percent share of the global market in the coming years.

Ahmed elaborated on the sector's export potential in toys, bags and sacks, household items, engineering products, and electronic and electrical goods.

He said the sector had experienced double-digit growth in recent years, driven by rising demand from both traditional and new markets.

This growth, he said, is the result of strategic investments in manufacturing, compliance with international quality standards, and government incentives.​

According to Ahmed, the Bangladesh domestic plastic market is currently worth around $3 billion, with 83.4 percent of production consumed locally and 16.4 percent exported ($490 Million).

He said manufacturers aim to capture a 3 percent share of the global market in the coming years. Which would be worth roughly $21.4 Billion.

This is a tall order and highly optimistic - but possibly achievable in a decade given current trends. Lots of room to grow.

Per capita polymer and plastics consumption in India and Bangladesh are roughly around 8~9 KG per year as reported in 2024, but plastics waste generation is higher in India, recycling is much lower.

Bangladesh Plastic Goods Manufacturers and Exporters Association president Shamim Ahmed said that the plastic toy sector has the potential of fetching about $1 billion in export earnings in the coming years if it gets adequate policy support.

He also said that the toy sector is currently growing at a rate of 15 per cent a year and is expected to grow by more than 20 per cent by 2030.

The current investment of Tk 4,500 crore is projected to double by then, creating employment for nearly 30,000 people, he hoped.

Shamim was speaking at a pre-event press conference on ‘Toy Expo’ in the capital on Tuesday.

The two-day ‘Toy Expo’ is scheduled to be held at InterContinental Dhaka on May 22 and 23. It will be jointly organised by the Bangladesh Plastic Goods Manufacturers and Exporters Association and the Export Competitiveness for Job Project.

He also said that the sector›s current export earnings are $36 million, and toy exports› cumulative average growth rate is 24 per cent.

Shamim Ahmed also said that, based on this growth, toy exports are estimated to reach approximately $466.31 million by 2030. Bangladesh could become the 28th largest toy exporting country by 2030 if this trend continues.

He added that with these potential rises, Bangladesh could earn $1 billion from plastic toy exports consequently.

He said that the local toy market is worth about Tk 7,000 crore. In the plastic toy sector, 147 Bangladeshi manufacturers invest about Tk 4,500 crore in their factories, mostly situated in Keraniganj, Kamrangirchar, various regions of Old Dhaka, Gazipur, and some export processing zones and economic zones.

He added that Bangladeshi manufacturers could meet about 80 per cent of the local demand for plastic toys, while the country depends on imports for the remaining 20 per cent.

The plastic toy sector employs about 20,000 people and can produce 1,000 types of plastic toys priced from Tk 20 to Tk 5,000.

Regarding the policy support, Shamim Ahmed urged the government to enhance support and facilities in setting up modernised and compliant toy factories.

He also urged the industry stakeholders to focus on product and market diversification.

He urged the government to reduce import duties on various raw materials required for the toy industry.

He also sought government support in transforming the industry with innovative, modernised, and advanced technology as same as competitors like China, Vietnam, or Taiwan.

As toys are innovative products, Shamim Ahmed urged the government to provide infrastructural support to promote the creation of unique and novel toys by managing patent designs.

He also said that just a decade ago, the country imported 9 per cent of plastic toys, but the situation is quite reverse now.

To showcase the potential of Bangladesh, the toy expo could play a vital role.

‘Bangladeshi products must compete with globally recognised toy brands and, to do this, we need the rapid establishment of a plastic industrial city,’ he added.

According to the BPGMEA, 45 companies will showcase their products through 36 stalls, including two pavilions.
