Cross-LOC infiltration doesn't take money as repeatedly claimed by @Lulldapull. Just a bunch of dedicated jehadis. So the Pahalgam attack was indeed carried out by Pakistan. Don't you agree? Or is there any procedural detail that the general public is unaware of?
