Why is Bangladesh Railway struggling despite huge investment?​

Despite thousands of crores of taka being invested in various infrastructure development projects in the railway sector, the crisis of Bangladesh Railway (BR) doesn't seem to end. It is still running train services with outdated engines and coaches, old and dilapidated railway lines, and risky bridges amid complaints of delay and mismanagement of tickets.

According to the 2022-23 annual report of the Ministry of Railways, the notable achievements of Bangladesh Railways from 2009 to June 2023 are: introduction of 143 new trains; construction of 873.19 km new rail lines, 237 station buildings and 1,037 bridges; renovation/reconstruction of 1,391.32 km rail lines and 794 railway bridges; procurement of 109 new locomotives, 530 passenger carriages and 277 freight wagons; and repair of 516 passenger carriage and 134 freight wagons, and so on.

Although more than Tk 77,500 crore have been spent on different railways development projects so far, how much of it has been used to solve the basic structural problems remains a question. A major part of this expenditure went towards the construction of new railway lines and station buildings. New railway lines were constructed and new train services launched one after another without provisions for adequate engines, coaches and manpower. As a result, on the one hand, a sufficient number of trains cannot be run on the new lines, and on the other hand, coaches cannot be added to the existing train services as per the demand. Even many local and commuter trains services has come to a halt. According to a report published in The Daily Star, the number of train services suspended by December 2022 was 99. And according to a report by The Business Standard, 13 pairs of local, commuter and mail train services have been shut down since December 1, 2023.

According to an estimate, more than 3,000 passenger coaches and about 500 locomotives are required to properly run all the trains of BR. But according to the railways ministry's 2022-23 annual report, currently there are 1,788 coaches, 47 percent of which have reached the end of their economic life. And the number of operational locomotives is only 295, of which 60 percent have expired. The number of freight wagons is 3,247, of which 67 percent have expired. These dilapidated engines, coaches and wagons often break down and cannot be used regularly. Consequently, engines that are functional operate more than one train a day, resulting in frequent train stoppages, disrupting train schedules.

At present, there is a huge shortage of railway station masters, loco masters (drivers), porters, level crossing gatemen, etc. The size of the current manpower is only 24,500 against a total of 47,637 posts. There are 2,236 posts of loco masters, assistant loco masters and sub-loco masters in two railway regions. In contrast, only 850 personnel are employed, which is only 38 percent of the manpower required for running trains.

Due to the shortage of engines, coaches, wagons and manpower, the BR is not able to provide full-scale services on three newly constructed routes—Dohazari-Cox's Bazar, Khulna-Mongla Bandar, and Kamalapur-Bhanga to Padma Bridge Rail Link—with a total investment of Tk 62,861 crore. Because of the shortage of locomotives and manpower, dedicated train services are yet to be launched on the Chattogram-Cox's Bazar route. After upgrading the Dhaka-Chattogram route to a double line with an investment of Tk 10,500 crore, only one train has been added. Only one train runs on Ishwardi-Pabna-Dhalarchar route built at the cost of more than Tk 1,714 crore.

The Bangladesh Railway has also spent huge sums of money on feasibility studies of various fancy projects, such as bullet trains, electric trains, circular trains, although no initiatives have been taken to implement these projects. But it has not made the necessary investment to increase the capacity of manufacturing or repairing railway coaches and wagons in the country. The Saidpur railway workshop, the largest in the country, is struggling with old and broken equipment and insufficient manpower. At present, there are only 622 people working in the workshop against the requirement of 2,859. Most of the 750 heavy machines are broken.

Even an adequate budget is not allocated for repair work. In the last financial year, against the demand for a Tk 27 crore annual budget, only Tk 6.5 crore was allocated. As a result, a workshop that used to repair 900 coaches and build 20 new coaches a year post-independence now can repair a maximum of 450 coaches a year and builds no new coaches at all. Not only that, In 2016, an initiative was taken to build a new railway coach factory in Saidpur at a cost of Tk 753 crore, later revised to Tk 1,460 crore, but it was not implemented. But if the coaches and wagons could be manufactured in the country, the procurement cost would be reduced to half.

BR also did not invest adequately to prevent accidents and make the railway services safer. Train derailment is the most common cause of railway accidents in the country, and most people die in collisions at unsafe railway crossings. About 82 percent of railway crossings across the country are not protected, as of July 2022. In many places, the train tracks are worn out, due to which trains often get derailed. For example, according to a recent report by the Daily Samakal, in a 24 km stretch of tracks on the Mymensingh-Bhairab route in Ishwarganj upazila, 8,000 clips were found missing on the railway sleepers, 142 nuts are missing on the fishplates, and 16 sleepers are missing and 69 are broken.

The railway authorities are yet to take any initiative to install automatic train protection systems to prevent head-on collisions and automatic fire detection and brake application systems in case of fire, even though trains in Bangladesh have suffered from such incidents causing huge losses of lives and properties. It is noteworthy that the railway service in the neighbouring India is already using an indigenously developed Automatic Train Protection (ATP) system named "Kavach" and a fire detection and brake application (FDBA) system to enhance passenger safety.

Sustainable development of the railway service is not only about building visible infrastructure. Shortage of engines, coaches, wagons and manpower must also be met, along with proper maintenance of the existing infrastructure, tracks, bridges, engines and coaches. Modernisation of railway signalling and safety systems must also be ensured on an urgent basis.​

124-yr-old Railways Act to be amended for stringent punishment: minister​

The government is working to amend the 124-year-old Railways Act, 1890 for updating it through incorporating harsh punishment to stop various irregularities in rail, Railways Minister Zillul Hakim told parliament today.

The minister said this in reply to a query of ruling Awami League MP Mamunur Rashid Kiron from Noakhali-3.

Meanwhile, Road, Transport, and Bridges Minister Obaidul Quader informed parliament that a total of Tk 133.95 crore was deposited till January in the financial assistance fund formed for the victims of road accidents under the Road Transport Act, 2018.

In view of the application from the fund, so far 214 road accident victims have been given cheques of financial assistance of Tk 9.44 crore, the minister also said in reply to a query of ruling Awami League MP Morshed Alam from Noakhali-2.

In response to the question of M Abdul Latif, Railways Minister said that since January 2022, there have been 170 accidents on the railways and 49 people have lost their lives.

While replying to the query of AL MP Nizam Uddin Hazari, the railways minister said that fencing has been constructed at important stations of Bangladesh Railway to stop passengers from boarding on train roofs.

In response to the question of the ruling party MP Ali Azam, Quader said a feasibility study has been conducted for the construction of a 10.86km-long bridge over the Tentulia and Kalabadar rivers on the Barishal-Bhola road.

The proposed bridge is included in the master plan prepared for the Bangladesh Bridge Authority to verify the feasibility of future bridge construction in Bangladesh.

While replying to a query of Independent MP Shah Sarwar Kabir, Quader said the plan for construction of tunnel under the Jamuna river at Bahadurabad area of Jamalpur district has been included in the masterplan of Bangladesh Bridges Authority.

"Further steps will be taken after getting the final report of the masterplan," the minister also said.​

The work of new Bangabandhu Rail Bridge on the Jamuna River (next to the Jamuna Road Bridge) is progressing fast, the inauguration will be within 2024.

Trains have been running on the railway line installed on the Jamuna Road Bridge on the Yamuna River for a long time with risk. The government took the initiative to build an independent railway bridge to enrich the railway communication with the northern part of the country.

300 meters upstream of the existing Bangabandhu Bridge, the construction of the new double track dual gauge line bridge of steel infrastructure is going on rapidly. Three kilometers of the new bridge are visible now. After the completion of this 4.8 km double track bridge, the trains on it will run at a speed of 120 km.

The people concerned stated that the new Railway Bridge will be completed within the August 2024 deadline.

The first phase of experimental train movement from Bhanga in Faridpur to Rupdia in Jessore has been completed on the Padma Bridge Rail Link Project. The concerned officials stated that the trial runs were completed recently without any issue. Commercial trains are expected to start running on this route by next June.

This railway link has been constructed to bring the Southern and Southwestern regions of the country under the railway network through the Padma Setu Rail Link Project. The project has been implemented by the contracting company 'China Railway Group' (CREC) jointly funded by Bangladesh and China. The broad gauge railway tracks from Bhanga to Jessore have railway junctions at Bhanga, Kashiani and Jessore's Padmavila and Singia.

Apart from this, there are railway stations in Nagarkanda, Muksudpur, Maheshpur, Lohagra, Narail and Jessore at Jamdia and Rupdia. The test run of a train on the Bhanga-Rupdia route began on Saturday from Bhanga junction in Faridpur district as part of the Padma Bridge Rail Link project.

Every district to get rail station, Minister Zillul Hakim says

Rail stations will be built in every district of Bangladesh under the leadership of Prime Minister Sheikh Hasina to realise Bangabandhu's dream, Railway Minister Zillul Hakim said on Saturday.

All stations and lines will be renovated to facilitate connectivity in the public interest, he said.

He said this while visiting the site office of the broad gauge railway construction project from Madhukhali via Kamarkhali to Magura this afternoon and inspecting the progress of the project.

Later, the minister visited the under- construction railway bridge on Madhumati River, broad gauge railway and Magura's Ramnagar Thakurbari railway station areas.

Lawmaker Dr Biren Shikder, Secretary of the Ministry of Railways Dr. Md Humayun Kabir, Deputy Commissioner Mohammad Abu Naser Baig, Superintendent of Police Mashiudullah Reza, Magura District Council Chairman and District Awami League General Secretary Pankaj Kumar Kundu, were also present.​

Project gets one-year extension to June 2025 with Tk 35.44m funds

The government has extended the execution deadline of the Padma Bridge railway link project with a substantial allocation of Tk 35.44 billion in the next development budget, officials said on Saturday.

As the Bangladesh Railway (BR) failed to construct the 172-km railway line, a 'fast-track' mega project within its stipulated six-year period ending in June 2024, the government has to extend the deadline by one more year up to June 2025, they said.

The BR also failed to spend Tk 55 billion funds allocated under the current Annual Development Programme (ADP) and surrendered Tk 7.14 billion in the revised ADP two months ago.

Railway ministry officials said that although the construction of 82km Dhaka-Mawa-Bhanga section has already been completed, the Bhanga-Jashore section requires more time to complete the entire project.

"The BR has already surrendered 13 per cent of its annual development budget due to the implementation failure," said a senior official at the Planning Commission.

The government in May 2016 undertook the mega project at a cost of Tk 349.89 billion and set a target to complete it on a fast-track basis by June 2022.

Of the total cost, Tk 102.398 billion was supposed to come from the internal resources while Tk 247.49 billion from the external resources as project assistance from the Chinese government on G-to-G basis.

But the BR has failed to start the physical work even in two years, compelling the government to revise the project in May 2018 with raising the cost to Tk 392.47 billion.

When asked, a senior PC official said it is frustrating to note that the BR is failing repeatedly to complete its projects in time, resulting in a time and cost overrun.

Although the Padma Bridge railway link is one of the 'fast-track' projects of the government, the implementing agency's delay in completion of the entire work pushed up the cost by Tk 42.58 billion, he added.

If the project could be completed timely, the people would have enjoyed services before the current schedule and the project could be completed at costs estimated initially, the PC official added.

Meanwhile, the PC last week approved the Tk 2.65 trillion ADP for FY2024-25 where it allocated Tk 35.44 billion funds for the struggling railway link project.

Out of the outlay, Tk 17.75 billion will be provided by the Chinese EXIM bank and the remaining Tk 17.69 billion from the government's internal resources.

The railway link is a flagship project for Bangladesh as the country's less-developed southwestern region was connected to the capital city by roads via the Padma Bridge.

In August 2016, the BR appointed a Chinese contractor to build the rail link from Dhaka to Jashore via the Padma Bridge and Bhanga in Faridpur.

The railway has begun commercial operations on the Dhaka-Bhanga section.

"However, full-track installation will require additional time," said a BR official, adding, "Once completed, the project will connect the underdeveloped southern districts with the developed central region."

The single-track line is designed for a maximum speed of 120 km per hour. The rail corridor via the bridge provides a direct rail link between Dhaka and southern areas, especially Mongla seaport and Benapole land port.

The total track length is 215.22 km, including a 172km broad-gauge main line and 43.22 km of loops and sidings.

The BR will also import 100 broad-gauge passenger coaches under the project.​

Govt presses on costly project for electric railway

Bangladesh Railway is pressing on with a costly plan for introducing electric traction system along Narayanganj-Dhaka-Chattogram and Tongi-Joydevpur sections.

The final feasibility study report of a proposed project, presented on Sunday, estimated that the total project cost would be $781,794,583.

As per the dollar rate of Sunday, the amount will be about Tk 9,107 crore in Bangladesh currency.

The report was presented at a meeting held at Rail Bhaban in the capital.

The feasibility study was completed eight years after an initiative had been taken. Earlier in 2016, the railway took an initiative to conduct a feasibility study for introducing electric traction (including overhead catenary and sub-stations) between Narayanganj-Dhaka-Chattogram and Tongi-Joydevpur section of Bangladesh Railway.

On July 16, 2023, the railway inked a contract with Ankara-based TUMAS Turkish Engineering, Consulting and Contracting Company to conduct the feasibility study and prepare a detailed design for the proposed project at a cost of $5,24,050 which was funded fully by the Bangladesh government.

The main objective of the study was to find out whether the traction would be technically, economically, financially, environmentally and socially viable.

The report found the proposed project beneficial to the country economically and to the railway financially.

The final feasibility study was done on 348.16 kilometres of tracks out of which 336.89 kilometres had been on railway line on the Narayanganj-Dhaka-Chattogram section and 11.27km on the Tongi-Joydevpur section.

The proposed project has scope to covert 348.16km-track with 70 stations to the electric traction system which is proposed to be completed by 2032 and the scheduled operation will start in 2033.

By using the system, there will be an increase in freight traffic and the huge rate of return on capital, decrease of pressure on the road transport, transport mobility with savings in fuel consumption, green transportation, decrease in running cost, improve average speed and achieve compatibility with Trans-Asian railway network.

Under the proposed project there will be two types of line, main and commuter, while the train speed will be 120km per hour which can be upgraded later, the project director Md Habibur Rahman told New Age on Sunday.

For the commuter line, the capital cost estimation stood at $255,168,790 and for the main line the estimation stood at $526,625,793, said the report.

The report's economical and financial analysis both for the main and commuter lines for passengers from road network and trains users will gain time with new system, the report added.

The study also proposed for two workshops– one at Pahartali and another at Joydevpur.

Railway will finalise tendering works for phase 1 in 2026 and will start operating with electric fraction on 2028 (Commuter).

For phase 2, railway will finalise tendering works for phase 2 in 2030 and will start operating with electric traction on 2033 (Main Line).

The BR will finalise Phase 3A tendering works for 2026 and will add new rolling stock to inventory at 2028 (Commuter) and it will finalise Phase 3B tendering works for 2030 and will add new rolling stock to inventory in 2033 (Main Line).

Under the environmental considerations, there will be some limited negative effects in construction period such as catenary pole fountain digging, material transport emission and additional dust, it added.​

Contract inked to buy 200 carriages for railway

The railways authorities on Monday inked a contract with an India-based manufacture and supply company to procure 200 broad gauge carriages for the Bangladesh Railway to improve communications in the country's southern region.

At the contract signing ceremony, railways minister Zillul Hakim urged expeditious effort from the railway officials to bring these coaches in Bangladesh.

'Our officials are efficient but slow,' he said, adding, 'they don't believe that it's possible to get carriages within 2–3 months and think that it would take 5–6 months,' he said, adding that it was unfortunate for him.

As per the contract, the delivery of the carriages is scheduled to start within 20 months from the effective date of contract and commissioning works to be completed within 36 months from the effective date of contract.

At a ceremony held at the Rail Bhaban in the capital the Bangladesh Railway and RITES Limited, India, signed the contract under a project titled 'Procurement of 200 Broad Gauge Passenger Carriages for Bangladesh Railway'.

In the signing of the contract, project director Md Zaidul Islam and RITES Limited executive director Rajeev Chaudhary represented Bangladesh Railway and the Indian company respectively.

The contract price for these carriages is Tk 1,205.54 crore.

Draft rail law allows private train service

The railway authorities have prepared the draft Bangladesh Railway Bill, 2024, by keeping a provision for letting private companies own rolling stock to carry passengers, goods, and parcels.

The Bangladesh Railway will give approval to private companies to use railway tracks, signals, and other physical infrastructure in this regard, the draft said.
