The Indian government crackdown will get more public support in that case, as it happened with Kashmir. The Pakistani government, even under Imran Khan, had never overtly supported the Khalistan movement. Canada does more for the Khalistani movement than Pakistan, despite all Indian claims of ISI involvement.

Furthermore, India labels any pro-Khalistani activities as Pakistani-funded and orchestrated no matter what the case may be.
