If QUAD is not a military alliance then what prompted the USA and U.K to deliver nuclear technology to Australia to build submarines. Remember, the USA does not sell submarines to anybody not even to their NATO allies. But they have bended the law to furnish the Australian navy with nuclear submarines to deter the Chinese navy.

However, India's reactors are not as modern as those of US. They can provide India Modern reactor technology.
